Is my garlic safe to eat?

I placed some harvested and cleaned bulbs in a plastic bag and put it in the fridge. I forgot it was there. I needed garlic, and when I opened the bag, the outside sheathes were rotting. I rinsed them off, and the cloves and even the clove wrappers look fine. But I'm worried about botulism, bc they were in a plastic bag. Not completely anaerobic, but could be in places. Do I just go ahead and use them like normal in a recipe, or should I boil the cloves first? Or just throw them away? I really hate to do the latter, bc it is a really good Creole garlic. Any help is greatly appreciated!
