Any one know a reason for flies?

I've noticed since spring, that we have a swarm of what look like house flies, camping out on one of the azalea bushes near our front steps. We've gardened here a long time and I've never seen this before. They just seem to hang out here and you wouldn't notice them except if you brush by them, they all fly off for a minute. There's a holly, a hydrangea and a boxwood adjacent to this azalea and I guess they land on those bushes somewhat too, but they seem to stay on the azalea bush.

I thought it would be a short period of time and they would go, but here it is the middle of August and they're still there. Just have no idea what is different this year, than any other year. Anyone have any idea? Or any way I can discourage them from staying there? I'd rather not have them next to the front door.
