Pruning Crepe Myrtles, getting rid of excess trunks?

Hello everyone

My husband and I bought a fixer-upper in the Houston area and are anxious to bring the yard back to it's former glory, as no one lived on the property for 3 years.

Not being from the South myself (i'm from Arizona!), I am not used to the types of plants here, or how to properly care for them. There is a Crepe Myrtle in the front yard which has at least 20 thin trunks at the base, and it is not blooming well at all. It also has tons of ball moss (or Spanish moss?) growing on it. The tree itself it probably about 10 feet tall and I was wondering if it too late to cut back some of the trunks and get it fuller and healthier. Any advice would be much appreciated, thanks!
