The "hot wings" part of the name refers to the red coloration of the winged seeds or samaras. These will emerge in early to midsummer as bright red but can lose color or intensity as the sun and season progresses. The tree itself has green leaves but can display very red fall color.

There is nothing that you can do to intensify coloring - it is what it is, depending on your location and siting. Plenty of water will ensure lush growth, which will often have brighter coloring, but do not over do. And btw, plant food or fertilizers have no impact on plant or flower color - that is just simply part of the plant's genetics.
