What is on cherry leaves

I have several varieties including Sweet Million cherries in garden. No other variety is affected by this. Seems like some of the leaves 'outgrow' this issue when mature, but whatever it is stunts proper growth, flowering and reduces yield. It affects the top most leaves and best way to describe is some gold/whitish spray painted discoloration. I can't find anything quite like it on the web. Its not mites, insects or other invaders, nor is it herbicide or powdery like mildew. Some branches are affected more than others. I had it last year on this plant exclusively as well if that helps. The leaves don't always die either. I use 9-3-6 fert and all plants seem to like it. What is this?
