ANNAPOLIS AREA - FREE MULCH/MNURE SUGGESTION

Hi, just moved to Severna Park, west of Annapolis. I used to collect wonderful leaf mulch and wood chips from Takoma Park recyciing, but have no source for mulch/compost in Severna Park. Any experience or ideas for amending 95% sandy soil?
