Stunted Achillea & Spiny Spider Flower

All my other plants have taken off this year, most have been transplanted from the growing pots to the garden and have even bloomed..yet the achillea (spelling? and the spiny spider flower seem to be stunted. My achillea is tops 1/4" tall (the seeds were started in May!), and only one little sprout each, and the spider flower is about 3-4" in diameter but only about 1/4 -1/2" high.

is this common for either of these? if not, what did i do? can they be salvaged/beefed up before winter? the achillea is in a nice potting mix, in a fairly deep pot, with the soil being kept nice and moist (but not too moist). the spiny spiders are in a very similar mix but are in the garden. both are south facing with sunlight almost all day.

both are a very nice green, had it not been for how long they seem to have stayed the same size I would think them to be very healthy little seedlings...but 3 months at the same size? it seems weird.

any suggestions?
