Difficult area help needed please

I have a spot in my front yard where a large tree once lived. The people that we purchased our home from designed this area to be a flowerbed. The first few years that we were here, it had Liatris in it. A few years later, the liatris began to disappear. I decided to redo the flower bed and began digging up the few plants that were left in the area. As I dug, I realized that under this bed are large holes from where the tree roots once were. The soil is also drained of any nutrients and just in bad condition in general. I have attempted to fill the holes with rock and natural matter from my yard and then topsoil. (several large bags over a few years). Eventually most of it disappears down the holes. My financial resources are extremely limited. I am trying to find a plant that can be grown and thrive in poor soil (from seed if possible) and full sun in zone 7-B to cover the area until I can do the project the correct way. This is the only eyesore in the front of our property and it really stands out. I would prefer something on the taller side (not a tree or bush). Hoping you guys might have some ideas. I am also interested in the correct process for fixing this area when we can afford to. I know I am asking a lot but hope you guys can help. :-) Thanks in advance.
