Glue is probably not going to help in this situation, I'm guessing at least one of the surfaces you're trying to glue is end grain which will give you very little strength in a glue joint. Probably the wood will fail before the glue in any event. Short of a proper joint in the wood (e.g. a mortise and tenon), which would be difficult to retrofit, your best bet is probably to use a larger, stronger steel angle brackets with relatively long screws set into good wood. You'll need to brace against each direction it can wobble, so at least two brackets per leg. Not pretty, but should stop the wobble

If it's like mine, the short screws that go into the (plywood?) table top have pulled out and splintered out the wood. What I did was to use gorilla glue (or something like it) plus screws to attach three or four pieces of 3/4" plywood flat on the underside of the table top where they butt up against the leg. Then I used 3" corner braces to secure the leg with 1" screws to the plywood.

Can you show a picture of the whole table and the underside of the table with the brackets? It's hard to advise with no pictures of the problem.

It might be badly designed and unfixable, in which case making a new base for the table (reusing the top) is the best option.
