Some sources say we do not have to rinse the pepper seeds. When I tried to rinse the pepper seeds (Hot Portugal), about 2/5 of the seeds float to the top of the water. I discarded them since I have plenty of peppers to save seeds for.

But my question is that, are the seeds floating on top of the water good or bad? Is rinsing a good practice?
