From what you write, several problems might be involved: soil still too heavy, too much water, too frequent re-potting to the point the plant is feeling too much stress. More experienced grower may have more detailed advice.

First off ... Begonia is right, give your plant a chance to rest and destress for a bit. The plant needs to adjust to your environment and growing conditions.

That said, ... the plant's roots cannot stay soaked, ... else the roots will rot and the plant will die. I don't know if I would keep it in a ceramic pot at this point (plastic is just so much easier, I've found), but the root ball needs to be allowed to dry out a bit. Withhold water until the plant proves that it can dry out it's rootball in a week or less. Then water as the plant NEEDS, rather than according to a weekly schedule. Check it every couple days or so, ... and water when the soil has dried out a bit.

When you get your watering under control, you will probably need to adjust your lighting to get your plant to bloom. Three feet away from a west window won't be enough light. Check into providing supplemental fluorescent lighting for about 12 hours a day. You can do it with a CFL in a desk lamp.

But get your watering under control first. That's the first priority.
