First I would drench the plant with Bt to protect against the gulf fritillaries. Then I would water it when the soil is dry down a couple of inches. If it starts to grow new leaves you could apply a weak complete fertilizer, if this happens in the next month. Otherwise I'd wait until next spring.

Thanks! I'll do that. It's good on water - we have our daily rains back again. Would trimming help stimulate new growth?

If there are stems without leaves, the leaves were eaten off, then trimming those stems may help direct the growth into the stems with leaves remaining. This would also help push new growth from the nodes on the remaining stems.
