I'm not totally sure what you mean by a "determination between the two" but evergreen azaleas tend to have the small, shiny and mostly thick textured leaves inherited from their (mostly) Japanese ancestors. Old leaves are shed but replacement is ongoing so the plants are never without leaves. Deciduous azaleas drop their larger, thinner textured and matte leaves in the fall and do not replace them until the next growing season.
