The National Kitchen and Bath Association says that overhangs at 36" high should be 15" deep, with added support underneath, and 24"-30" per person in width with 48"-60" behind it for traffic, depending on amount and type of traffic. 12" is for bar height, and isn't comfortable for long seating. Only slim saddle stools will actually fit under 12".
