Need help identifying device attached under sink

In the master bath of the home we recently purchased in California, there is an unfamiliar device mounted to the plumbing under the sink. Can anyone identify this device and tell me what it's purpose is? I also wonder if it has anything to do with the low water pressure in the master bath or the fact that the shower water turns to scalding very quickly and has to be shut off in order to cool the water?
