Echeveria grow light help - for dummies?

Hi there.

I have a medium-small sized echeveria plant sitting in a west-facing window. Unfortunately it is pretty badly etiolated, despite me rotating it every day (and placing it in the sunniest window I have). I know, they are outdoor plants. But I did not realize this when I first bought it, and I don't have any outdoor space.

I am an absolute noob when it comes to growing plants with lights. I have been reading through these forums, and I feel that while there is a lot of great information, I am still one step behind comprehending any of it, as I am truly as much of a beginner as one can get. Would anyone be willing to stoop to my level for a minute (ha ha) and let me know the basics about growing with fluorescent lights? I have no idea where to purchase lights, for example. What kind of store sells them? And can it be a fairly compact, small set-up? I read something about blue light encouraging leaf growth and red encouraging blooms... How do I know which is which when I go to buy bulbs? How many physical bulbs will I need? I assume it depends on strength of individual bulbs...

Sorry. I do apologize for my complete and utter lack of knowledge, but I want to learn!
