For seed starting a 2 or 4 lamp set of T5 HO bulbs from home depot should be fine.

if you want to get a jump on the season get some grow type lamps.

Many people start with two, 4 ft., two tube, T8 or T12 shop lights. If you wait for them to be on sale at Menards, the price per fixture can be as little as $10. Bulbs can cost as little as $1 each. If you buy them when not on sale, they will cost a lot more, maybe, double or triple. I only mention this because I believe that not enough people tell each other about what constitutes reasonable anchor prices.

No, but plants grown under lamps without blue, violet or UV light, e.g., HPS, sunburn easily when planted outside. You probably won't have this problem with fluorescent.

If you don't give the plants enough light they become "leggy" the distance between the leaves becomes too long and the stalks tend to be thin. Just about any light will be good enough to start a seed but if it is going to remain under lights for any length of time then the brighter light the better.

I've never used T8s but I used T12 for years and I always had problems with weak and spindly plants. I don't have those problems with the SHO-T5s
