Garlic storage

Hello again (again). I harvested garlic and shallots from the garden in July and learned a few things about having it, things I hadn't expected.

I cured in a car garage, bunches hanging from twine.

For the grey shallot, the skins on them are exceptionally thick and hardened. Could this be the result of an imbalance in nutrients? However no problems at all with curing, and they are all still very good now.

For the red shallot, I could not get them to cure properly. They would not dry on the outside. What could I have done wrong? They all seem okay now.

And finally, with regards to garlic, there is the occasional white mold consuming the cloves. Should I be concerned about losing more, and is there a prevention? Should I be concerned about the soil they grew in for the next season? I put them in my basement after curing where it is relatively warm probably mid 70s and moist during summer.. Could I have put them in the refrigerator? Do I need to buy a special environment controlled appliance? Because the garlic is brilliant and probably worth the investment. Any tips appreciated.
