Ugly HUGE bubbles caulk job! I don't think this is acceptable and want to hold final payment to have someone fix this. Contractor said bubbles would settle over time. 1 week after caulk still very flexible.

Contractor finally came back after 3.5 months to do the caulking after he installed new tiles and coping installed this summer, contractor went from a 1" stone to a 2" stone and told me there was plenty of space after they removed the old stone. The decking around the pool wasn't completely level, even with the 1" stone but the 2" stone in areas created a 3" height gap between the coping and the decking. I know they put some foam in but this is ugly. Do I have to pay him for this mess?
