Ok, gonna be a long answer. I'd leave the foliage on and bare root it in the basement. I let the foliage die back completely (yellow or brown, preferably brown) because I'm a coward and I don't want to mess anything up by cutting off leaves it might be getting nutrients from. I've had bulbs remain the same size or similar for several years, as long as they don't get smaller you're fine. They grow in layers like onions so it can be hard to see growth. Personally, I'd let them rest and develop the scapes for at least a month before watering again or you may just get leaves and no flowers. I usually give my bulbs a year off to just grow leaves if they shrink or every few years, blooming takes a lot out of them. And yes, amaryllis seeds are a thing. Pollenate the flowers and you can grow bulbs from seed. It can take a few years for them to bloom but you get some beautiful flowers from it.

i bought some bulbs last year - pollinated the flowers - and germinated the seeds that developed. i have a whole bunch o little baby bulbs happily growing away in my greenhouse now. this pic is from early oct.... about 5-6 months old
