Champagne gold fixtures, knobs and vanity light. Paint the walls a spa-like bluish green. Area rug.

Assuming the wallpaper has a black background, I'd sand and paint the vanity a mid-range charcoal color. ALL the "brass" can be spray painted if you want to go black or silver, and change the faucets to match. I suggest this because it's cheap and fast...allowing you to save up for what you really want.

Change the wallpaper and knobs.

After removing wallpaper and changing hardware, change faucet and floor if budget allows.

Light fixtures, faucet, knobs. If any money left over, floor.

Keep the wallpaper...paint vanity black...save the money for a new counter top with under mount sink. I would switch out fixture and hardware to chrome. This bath could be stunning!
Add some bling when picking out new lighting.

I know a lot of people don't agree but I'd add a second sink, in addition to other items previously mentioned. What are the tub and toilet like? Do they need to be updated too?

Remove the wallpaper...a DIY job. Paint . A nice vinyl flooring should work.
