Yes, but not overly so - just enough so that you can see that it is longer.

I think that your picture will need to be moved up, but you can do that once you decide.

I would not hang the frame any higher, looks good as is. The bench idea is a good one.

The wall is 12'2"...I did center the picture. You are right in that the picture can be a bit deceiving.

Just my opinion but I wouldn't care if you had nothing underneath it / nearby there's a nice rug and vase, etc... but I'd try the vase where you're planning a desk [with smaller art under]. Idk what the dark grate is - does it have an attractive look?

One of our friends, who has a beautiful home used a professional decorator of their entire home. She recommended we have the bottom of the painting 6' from the floor, which looked too high.

Our intent is to have a smaller table in the corner under the picture (square or corner table) and place this lamp on it for lighting. Now to find the right fit/style for a table or bench to go under the picture.

If this is an important piece of art, then move it to a place of honor to another room. Change up the hall - remove the small rug and replace it with a runner that follows the line of the hallway. You could add a mirror with sconces. The hallway is not wide enough to support a piece of furniture that is over 12" in depth. If you try to fit a piece of furniture under the art, you are going to have to find something that will potentially look undersized beneath the art. Leave room for guests to walk freely without having to navigate around furniture.

Wouldn't say it's an important piece of art. We really liked the picture. In the room where I took the picture from is a baby grand piano and my girlfriend really liked the picture and thought it would look great in the foyer. This is the only room where this piece of art would work.

PS - move the little picture to a better location. I can't tell if this is a floor vase or could it be transformed to hold umbrella's and walking sticks by the entrance?

So, you will have a bench/console over the larger artwork and another table with a lamp over the smaller artwork. This seems like it is too much for this area.

The grate is nice.

My artwork(33 wide, 42 high) is 45 inches from the floor with a cheap bench below it in my family room. The bench is approx. 8 inches on each side and if it was smaller than the artwork, it would not look right. The bench is a dining bench that I bought from Kmart over 8 years ago. It is so useful, to sit and put on our shoes, and it is the only seating on the first floor that we are allowed to put our feet on.

My mirror is 53 inches from the floor in the 18 foot foyer - the mirror is 45 high and 35 wide, and I have a console table below it, that is wider than the mirror.

I like the bench idea too. I would suggest at least 60" length and 14" or so depth. I checked 60" length benches and there are some beautiful ones out there. Even some 62" lengths that may look better. Put some painters tape on the floor to mimic the length and depth so see what you think looks best.
