We just moved to a new home and want to remove the pine straw/ bark/ red mulch and apply new mulch in the landscaped areas. Is there a time that would be best to do this, or can I do it now? I have crape myrtles, maples, holly, and a few flowering shrubs so I don't want to damage them for the winter.

Removing the current mulch seems like hard work. It will decay into the underlying soil eventually. I am sure you could just put new mulch on top.

There is no real good reason to remove the old mulch, unless it is more than 6 or 8 inches thick. Just apply new mulch over that old mulch. There are populations of wee thingys that are working on digesting that old mulch living there that would be removed if the old mulch is.

Ditto, just cover it with a thin layer so it looks like you want. Mulches feed the soil.
