I don't actually know what type of palm this is, or if it is a cycad--my decorative landscaping was done by my builder and I don't know what all I've got!

This black and white stuff is all over the plant, and there are lots of small bugs (and a wasp as you can see) crawling on it.

Any ideas as to what this is and what I can do? Thank you in advance.
