Scale?

I would go for systemic in a soil, like Marathon, but I am not sure how well it will work..

Traditionally the scale is treated with a horticultural oil to smother them. But try it on on one branch first because it can burn the leaves.

Try washing the leaves with 1/4 solution of a rubbing alcohol. Again - try on 1 leaf first. Scale is tough to kill and hard to remove after they get attached,
