Dendrobium farmeri help

I have a mature Dendrobium farmeri and am looking for culture advice. Despite the cool dry rest this plant has experience over the last 2 1/2 months, I am seeing new growth popping at from the base of the plant. So my question is when do I begin watering again? Do I wait until I see flower spikes or start now because the new growth has started? What has been your experience with either this species or related a species regarding winter rest and blooming? I don't want to stunt the new growth by continuing to withhold water waiting to see flower spikes. When to start watering always throws me for a loop, especially when the rest period ends before the bloom period begins.

Aslo, he plant has experience nights between 52-54 degrees with day temperatures in the low 70s. It is watered lightly every 2-3 weeks. It grown in doors during the winter so humidity is around 40-50%.
