Is there a band of 10 rows of garter stitch at the bottom of the back and front? If not, I'd say the "cont in st st" is a typo and they mean "cont in g st".

As far as the increase instructions: on row 11 increase one stitch, then one stitch on row 17, row 23, etc (every 6 rows). Sleeves usually have an increase on each side, though, so that you add two stitches on the row. Anyway, once you get to the number of stitches for your size, increase 8 stitches evenly spaced on the next row. It looks like possibly another typo next - seems like it should say dec 1 st at each end.

Have you tried to contact the pattern publisher/designer? If they have a website they may have a page for errata where they would have pattern corrections. It definitely looks like you've got a couple of errors there.
