Looks like Euonymus scale. Don't know where you live or what your weather is like. You might consider horticultural oil which smothers them. But read instructions for appropriate use.

Since this bug is so prevalent in this kind of shrub if you are not in love with these bushes the most direct solution would be to take them out.

Yes, it's a very bad infestation of euonymus scale insects....the shrubs are euonymus. I see that it's on all surfaces of your plants, including the stems!

These shrubs are extremely susceptible to severe problems with this insect, you'll be fighting it until you remove the plants....or move.

Horticultural oils can probably be used in your location (Dallas), but I don't think you'll have much luck in gaining control. How do you feel about cutting them all the way down to ground, raking away and disposing the leaf litter, and treating the new, healthy growth with horticultural oils several times a year?

Must be a regional thing. I grow lots of Euonymus and none have been affected (yet). But many make it sound like it is inevitable.

Hi guys,
The shrub is completely infested and we noticed that the neighbor's shrubs are all infested as well. So we're gonna have to take it down this week end. It feels to me that it's a losing battle trying to keep them alive. I feel bad but it's probably the best thing to do.
