OK, 1. have a shelf put up and then have someone sew a hem down one side of a piece of fabric or a sheet. staple the sheet to the edge of your shelf. Gather the fabric every 1.5" and staple. This will create pleats. Glue a woven band or drapery trim where the staples run along the edge.
2. Have Home Depot cut yu a piece of plywood tothe size you want. Buy four furniture legs (they have these too) and attach using the mounting hardware included with the legs when you purchase them.
Spray paint the legs Black or White and then toss a small table cloth, large enough scarf, or fabric remnant across the top. Done.

Found this idea on Ikea hackers, two lack shelves and some baskets, shelves would be 40.00 which leaves 60.00 for baskets and a stool!

They have the darker shelves as well if you like.
