Salvia cuttings

I took cuttings of "Mystic Spires" salvia last fall, and they are growing quite nicely, I've potted them up into 2" pots.

I don't want to take cuttings of these plants (they're not going to be mother plants), I just want to grow them into larger plants. I've already pinched a couple times and they are filling out, I'll probably have to pot up to 4" pots within the next few weeks. My question is - how much pinching is too much pinching? Is it okay to just keep pinching and get them super-bushy? I know this delays flowering but I'm not concerned about that at this point, it's not even March so I have to keep them going under the lights for at least another 6-8 weeks before it's warm enough to take them outside during the day (and bring them back in at night). I can only raise the lights on my light cart so high, tall plants won't fit. Will constant pinching weaken the plants, or is that okay as long as the root system is strong?
