Best install method for Travertine Pavers @ pool. concrete or sand?

I am having a pool built here in Texas. Going to have about 1,250 sq ft of travertine pavers. I've received a bid to lay 4" concrete slab all around and install the pavers directly on top. Another company wants to install them on sand with a concrete border to keep the sand in. We do have big oak trees nearby and "gumbo" soil as we call it here in Texas so the ground will move. Both contractors said they would do it for $11.00 sq ft installed and that includes the tiles. Question I have, which method is "better" knowing the costs are the same? Any info you have it greatly appreciated!
