Your going to have to explain that more. Cycads do not have flowers, they have cone, but besides that, what is happening? Did you have leaves grow on top of the cone, or what?

The cycad male or female reproductive structure, (not sure what it was going to be), has reverted on the terminal end of the sporophylls to a new plant growing from the apex. Hence the pine-Apple look.

It doesn't happen every day, but it does happen. If it is on a female cone, sometimes you can make a new plant out of it. I see this happen a lot on Encephalartos gratus cones. One year my female produced 4 female cones and all of them had little leaves on the tops.

That will probably grow out. Keep it on the cone until the stem gets about 2 inches in diameter. Then you can remove it and treat it like an offset and root it in. Your plant will grow a new apex that will push leaves on the side of your cone. It might even split into two apecies and push two sets of leaves.
