Soil preparation for sod

We are planning to lay sod in a relatively small area of our backyard (about 350sf). We had a patio removed last September, after which the soil was tilled and new topsoil/compost was added. Then the area was mulched since we couldn't go ahead with the sod installation at this time.

So now we are planning to install sod in the spring. I have two questions: Is it better to do it in March or April, or does it not matter (we are in zone 7a)? And do we have to do anything to the soil besides removing the mulch and raking it, since it was tilled and graded last September? I'm guessing we should test the pH and add some fertilizer and maybe lime, but do we need to till again?
