I got mine from Amazon several years ago. Linked here They still seem OK. These are the regular after market standard design tines that one normally sees on a tiller. There are other specialized tines. Look at my instructions on bolting the tines on. It is the first answer with my screen name.

I suppose that you have a Techumseh engine. It sounds like you probably have a bad needle seat; it is a little rubber ring/disc and does wear out. One can sometimes end up with two of them on top of each other; double check. It/they are best pulled out with a drill bit just the size of the new one's center hole. I assume that the general carb. rebuild kits are still available.
