I have limited budget. Just the bottom part of that stair annoyed me. Nothing much can be put under it.

It might help to state what the room is so we could better advise you. Not certain if it is your first floor or your basement. What's your plan for the purpose of the room?

You could just frame it out, drywall it flush to the floor on two sides; add shelves inside with a nice door for access.

You could build in a nice open bookcase or could be a nice desk area with shelving above.

Is there access to underneath the lower section of your stairs from another point or is that unused space?

Under stair storage can look really good.

If you just want something underneath the upper section, use the same basic idea rather than placing furniture beneath the steps. Create a built - in. You could create a drawer that pulls out in the same direction as the stairs -- toward the trash can rather than toward the photographer or just add a door -- with or without a lock -- and use the space to roll in a two or three drawer filing cabinet with casters for storing your bank statements, bills/receipts, warranties and other documents every household accumulates.

Do you have an indoor pet? You could create a pet house for that spot.

Is it part of the stair well? If so, open it up like the bottom stairs and let out it's beauty. Then it will look like it belongs there. It's an incongruous like it is.

These bookshelves are in front of the stair which is open behind for a kids play area. Otherwise you could simply recess shelves which is probably the most cost effective other than a small door to a storage area.
