You would do better to start your cuttings in a fast draining potting mix. Then there will be no transplanting and the plant will have good roots into the soil.

BTW Rosemary is not easy indoors. If you do a search in the Herb Forum you will find many threads on the subject.

You can root many plants without rooting hormone. The hormone just helps and makes it easier, but as you gain more experience, you'll be doing just fine rooting various plants.
