Can you give a more precise location? You have a few options depending on your area.

On the south side of Raleigh, just off the beltline near the intersection of Tryon Road and Dillard Drive (west of Gorman St) on the south side of the road is Food Shuttle Teaching Farm. I hear stories about independent people being allowed to grow stuff in plots there. They have a large space with multiple programs going on all the time. I have no idea who you would talk to, there doesn't seem to be an office.

thanks guys for your help. I called the food teaching farm but they are moving, to a larger location with 30 acres. interesting way to learn about planting. will update if I find anything more.

I have a small fenced in area that I used to house chickens in, then planted a garden a few years...not able to garden anymore...too old. It's approx 75 ft by 24. If my hubby would agree I'd be happy for it to be used for a few fresh veggies in exchange. We're about 5 miles north of Brier Creek just over the Durham Co line.

There's Cary's Pocket near downtown Cary, but that's probably too far and they don't permit individual plots. It's more of a communal arrangement where everything is shared.

There's a new community garden at Carpenter Park in Cary that rents individual plts, but again that's probably too far.
