I have, but you need to keep them fairly close to the plants. I would say around 1 foot or less. When I pulled my lights too much further away, the plants started to lose leaves, and go dormant. I got most to reawaken, but a few stayed dormant even back under the lights.

Before shifting to LED units, I grew my seedlings 1-2 inches below 24w T5HO tubes.

I had one touching the lights without damage, but I would say the max distance for growth isn't much above about a foot, maybe it was closer to 18", but growth just shut off. I used my light meter app (probably not great) and saw between 10-12K lux at that distance.

I've been growing an A. obesum and A. arabicum from seed under a 4x F54T5HO fixture with no natural light since 2010. I use 6500K tubes and mylar as a reflective backing.

The plants are positioned about 6 inches from the lights. I find that if they get much closer then the internodal distance becomes too short and the leaves tend to burn.
