If you are talking about what I think you are seeing they get that shape from shearing. So any shearing tolerant, fine textured evergreen that grows there can be used to get the same effect.

You'll have a lot more flexibility if you fence the deer out. Otherwise it can be very limiting, with damage not confined to just the kinds they like to nibble.

Well my hope was to find something that grew in a natural cone shape and it's purpose was not to create a boarder to keep deer out just shrubs that are deer resistant

How about Winter Gem Boxwoods? Cold tolerant and deer stay away.

Inkberry isn't a box wood, but it tolerates the cold and deer stay away and can be trimmed.

Thinking of Pyramidal Boxwood or Alberta Spruce

The best cone-shaped thing I can think of is Picea glauca 'Albertiana Conica'.

And it does it all by itself.

I wouldn't have a clue about deers, apart from thinking they look beautiful. Probably incredible pests though, like most beautiful things.

Alberta spruce from a 2 or 3 gallon pot will take many years to reach a height of 5 to 6 feet. There are cultivars which grow even more slowly than the straight species, but none of them will stop growing when they reach a particular height. They could be trimmed, but doing this will likely destroy the symmetrical growth habit. If you are looking for something that grows in a more or less cone shape but at a faster rate than the picea, and you don't mind the pruning and shaping that would be involved, look among the many cultivars of arborvitae, juniper and other evergreens.

Steeds holly might work for you. Deer haven't touched mine and we have a lot of deer!
