Didn't see this second post when I responded above. So now, the plants have been ID'd. Good. Tell us this-is this about the extent of the problem? Or is there a lot of this going on? Also, are these cherry laurels evergreen? If this is the appearance of the foliage coming out of winter, I'd rate that as excellent, and certainly no reason to spray something. If this is from the end of last growing season, ditto. All plants have bugs on them, all plants have pathogens that home in on them. This is the normal situation. When you see lots of plant material in "perfect" condition, somebody has been spraying something or doing something to keep them that way, and this something may not be justified when viewed within a wider context. So give us some additional background please.....as to rough percentage of "affected" foliage, time of year when photo was taken, etc.

I live in Kentucky and I took this photo yesterday, so Winter is ending and Spring is near. I saw this on one of the other shrubs and I had to cut a couple of branches off of it because they were just brown and dead. We have had back to back cold and a lot of snow winters. In 2014 the winter was so harsh we cut all the cherry laurel shrubs to the ground and they have came back very well. I will take more photos this evening and post to give you a better picture.

Timing would suggest winter damage. Do not spray without a specific pest or disease being competently identified by a serious source. If you have a USDA Cooperative Extension office near there you might try them, if you see much more of this in future.
