Definitely not vinca. Looks more like some sort of spinach or New Zealand spinach that's going to seed.

Vinca Periwinkle is a confusing name because it is routinely used for two entirely different plants. One is Vinca, a hardy vining plant which is seldom seed raised. The other is Catharanthus roseus, a tender perennial normally grown as a seasonal annual. The plant in your photo doesn't look like either.

May be a Celosia(?).

I think woodnative might be right. I used the old soil to plant this. I think I have sow some celosia previously but they didn't grow and after more than a few months, I reused the soil for vinca periwinkle. Hmm.. might be celosia.. Thanks for all the replies!
