The seedling in the picture has insufficient light for starters. That's why it's so tall and skinny.

Other factors which I can't judge from the photo could be too much heat and too much water.

What is your set up and method?

I have them planted in fox farm seed starter soil in 4.5" pots, they are on my kitchen counter right next to my kitchen window. I water them with a clean spray bottle.

The window really isn't providing sufficient light.

Also you have sown them in rather large pots for starting seeds. 4.5 inches is more suitable for potting on into. Or you could sow several seeds in one of them. A greater volume of mix is harder to keep at the right moisture content for a a single seed. Personally I wouldn't water with a spray but by bottom watering. But many people do spray and it works for them if they understand how much water is required and when. The 'folding over' you describe is almost certainly due to excess watering.

You've been very informative, thank you! How often do you recommend watering? I worry when the top of the soil looks dry so I've been spritzing them daily.

Agree, far too little light - average window light is less than 1/2 of what need - pots are 3x too big for the plants so they drown in all that wet soil, and far to frequent watering. That leads to what is called "damp-off" a fungus disease that quickly kills seedlings. There is a FAQ here all about it, also one about lighting and one about containers. Those containers are fine for a 6" tall plant with several sets of true leaves but not for a baby seedling. Think of it as putting a newborn baby in 2 year old toddler clothes. :-)

Watering isn't done on any set schedule but only as the plants need it. And the surface is never a valid indication of the need for water. The soil moisture content 1-2" down is what matter and that means you stick your finger down into the soil and feel it. If at all damp or cool feeling water is not needed. And daily watering or even misting is never needed regardless.
