Is the bar pinched not allowing it to turn?

Roflmbo ...Yep certainly start with the Kiss Methology especially ifin you just fell of the proverbial Turnip Truck . Esure the Chain Brake is off lol . Otherwise , as advised chain pinched within the bar or seized engine will cause what you are trying to explain .I Let us know your inspection results .

Thanks for the input, I took the bar off and started it and it still won't turn, I've moved the brake handle, can the brake be stuck?

1. Please Share some pictures from the side showing
   brake handle and clutch.
2. Show bar and chain's fit on top and bottom side views.
3. Show slack pulled on chain away from the bar top
   or bottom (with and without pull).

I moved the brake handle in and out a couple of times and it must have knocked it loose because it works now thank you

I feel I have had one stick
in the on position and super sensitive that could be adjusted (to not brake w/o force on the Brake Handle). Maybe it’s maintenance
of adding oil, grease or cleaning a catch or Etc (that the manual or someone
here will share). My 3 Old late 70s
Poulan S-25 saws have Guards (to bolt on) vs Brakes.

D316 Yep the Kiss adage saves not only unnecessary time and frustration but typing lol. Ensure the Chain brake adjustment is correct otherwise you will burn it up worst case scenario or shorten its life cycle and reduce engine rpm which will cause overheating issues long term . Happy to hear it was a simple fix ! P.S. You might also ensure pivot points within the chain brake assembly are properly lubricated . The sticking is most likely caused by lack of same . Ensure brake is deactivated prior to removing cover fasteners , this will enable easier removal and reinstallation of cover which shall avoid any binding of the brake band during r&r of the cover. Some residual sawdust and grime shall be present inside so be sure to clean out prior to lubricating .
