shrubs about 4 feet tall

I am trying to fill in an area between my rose beds and hill to the creek.

I have 6 caryopteris plants in about 1/3 -1/4 of the area, but I need to fill in the rest. I want to reduce my work, and am looking for something that will not be difficult to care for, and I do not want thorns. I already have too many boxwoods and crape myrtles, but want to continue along a "path", separate it from a walking path, and seldom touch it.

I have a little less than 100 rose bushes that I invest in. These new bushes will come from Lowe's or Home Depot.

Last year I tried butterfly bushes, and they were too small. Rose of Sharon is too large.

I'd appreciate any suggestions.
