Tomato Watering

I planted a variety of tomatoes about two weeks ago in 15 gallon containers. I used 5-1-1 mix in half of them and Ladybug Raised Bed mix for the others. Holes were drilled in all of the containers. The soil in all of the containers is staying cool a few inches from the surface so much that I haven't had to water since the initial planting (we have had a few rains). I live in Arkansas and the temperature has been hanging around the 60s most days. Do I have a drainage issue or is this normal for cool spring temperatures? How often should I need to be watering the plants at this point?
