Apple Grafting Question - Interstem

I have a 3 year old Liberty apple on a M.7 rootstock I was thinking about switching it over to a Empire. since the tree is probably only a 1" caliper I was thinking I would just cut it at maybe 24" off the ground and Cleft Graft, leaving a branch or two as a nursing branch.

My question is: Will the Liberty part that's above the rootstock graft and below the new Empire scion graft act as an interstem? and if so what will that mean for me in the future?
