Looks like Veronica pectinata.

Gardengal knows her stuff, and I agree with her that it could be a veronica because of the shape and color of the flowers. However, I notice that the flower buds are rather spiky, so I'm wondering whether this might be a small cultivar of Veronica spicata. There have been newer, shorter varieties coming out. Veronica pectinata
