Drapery and art will make a difference, and soften the red... it's a very saturated color, but if you want visual drama - it works

I personally like reds an accent vs a focus. And the cabinet gets lost a little in the dark color. I would recommend painting a lighter color to allow the dark wood to have some contrast. Not sure what other colors you have In your house to help it flow....

I love red walls, but Bethany is right - the cabinet gets lost. But that sure is a pretty shade of red! If you keep the red walls, I would change the place mats and napkins to something other than red. That is what seems a bit much to me - the red walls with the red dining linens. If you lose the red walls, keep the red linens. Beautiful china!

You might consider a tan wallpaper with a red stripe. Then your furniture will show, the room will be brighter and you'll still have the wonderful red richness with the stripes and your linens. e.g.

If you can lower your chandelier to about 30" above the table, that will help too.

Red enhances appetite and is great for a dining room, unless you're overweight! Put mirror on the backs of the cabinet interior. Replace the drab tan rug and chair seats with some pattern and an accent color. Blue might be nice. Drapes floor to ceiling and just flanking the window frames can make a difference. Lower your chandelier to less than 36" above the table top. A new rug only needs to be 4' wider and longer than the table top. These are some fabric palettes from ARKfabric, a pro here at Houzz. I think you have over done the decor on and in the cabinet. If you used just your china, with the plates standing against the back, it would be brighter.

I do not like the red for the table accents at all. I would use the cream background of the plates for the color of napkins, etc.

Drapes...mostly cream.

Is the rug staying?

I don't think it is, I think it looks great because it all coordinates!
