Is there no way to dig a small trench and get the area to drain? The longer they sit in water the less likely they are to survive.

I guess I would ask, how often does this spot in your yard look like this? If this is a fairly common occurrence, and it takes a while to have it drain off, I'd move the Zinnias.

I'm about 20 miles from downtown Houston, Texas. A lot of things under water right now but no this is not a common occurrence but yes I'm going to raise the bed if these don't make it. :)

I would take out a few of the largest ones and pot them up...don't wait for the rain to drain off. It's stressful for most plants to be under that much water for any extended length of time. How many seedlings do you have in the area? Looks like a lot.

I had almost 100% germination and did not expect it. I planned on moving a lot them. Too many to count. Im going to transfer as many as possible tomorrow.
