Mile-a-minute is an annual, after it dies rip it out. Early in the growing season next year keep hand-pulling, especially before it goes to seed. I've heard you have to hand pull for about 7 years to really get rid of it. There are weevils too that eat it, but you'll have to ask you local ag-extension if they are available and/or where.
